(Quincy, IL) -- Republican state comptroller Judy Baar Topinka says state government is headed for a disaster if the temporary income tax is allowed to expire at the end of the year. During campaign appearances in Quincy, Topinka said there would be a "two-billion-dollar collapse" if the tax rate is allowed to drop from five-percent. Topinka, who's facing a challenge from Lieutenant Governor Sheila Simon, says she'd rather see the tax increase phased out over two years.
