(Chicago, IL) -- Governor Pat Quinn says there's a chance he will veto the budget. He wants to make sure it makes a sound investment in education. The 35-billion-dollar budget sent to Quinn essentially holds funding flat for schools. Quinn wanted the five-percent income tax rate to stay in place to pay for schools but lawmakers wrapped up without taking a vote. They plan to revisit the issue after the election.
